Drafts remain internal until a reviewer approves the edited outcome. Rejected drafts never become approved advisory evidence.
EVIDENCE READINESS
Only eligible aggregate assessment evidence is used. No raw participant answers are sent into this workflow.

Generation is available only when the selected assessment track has eligible aggregate evidence. Every new draft enters human review.
OUTCOME HISTORY
A later approved version supersedes the previous approved outcome while preserving the audit history.

When eligible MIN-5 aggregates exist, AIR may support diagnosed capability priorities. Without them, diagnosed priorities remain empty and workshops are presented only as context-informed options. Human review is required before finalization.
